A RESOLUTION 1 Directing the Conservation Committee to conduct a study of 2 regulations relating to the anthracite coal industry. 3 WHEREAS, The anthracite coal industry has always played an 4 important role in the economy of this Commonwealth; and 5 WHEREAS, The anthracite coal industry is in a state of 6 decline; and 7 WHEREAS, The economy of this Commonwealth will be 8 substantially benefited by a resurgence in our anthracite coal 9 industry through increased production and employment; therefore 10 be it 11 RESOLVED, That the Conservation Committee of the House of 12 Representatives of the Commonwealth of Pennsylvania be directed 13 to establish a special select committee and study the State and 14 Federal regulations that currently affect the anthracite coal 15 industry for the purpose of making the following determinations: 16 (1) Do the Commonwealth regulations exceed the 17 requirements of the Federal regulations?
1 (2) If the Commonwealth regulations exceed the 2 requirements of the Federal regulations, are the Commonwealth 3 regulations needed? 4 (3) Is it possible to reduce the regulation burden that 5 has been imposed upon the anthracite coal industry? 6 and be it further 7 RESOLVED, That the committee have the power to hire legal 8 staff or consultants to assist in the conduct of the study and 9 to reimburse such legal staff or consultants from the budget of 10 the Chief Clerk of the House of Representatives in an amount not 11 to exceed $10,000; and be it further 12 RESOLVED, That all expenditures from the $10,000 be 13 authorized by a majority vote of the committee and that the 14 chairman of the committee make a monthly report of such 15 expenditures to the Chief Clerk; and be it further 16 RESOLVED, That the committee report its findings to the House 17 of Representatives as soon as possible.
