        REFERRED TO COMMITTEE ON RULES, MARCH 8, 1999

                                  A RESOLUTION

     1  Urging municipalities, local authorities and other public and
     2     private organizations receiving funds through the Capital
     3     Facilities Debt Enabling Act to utilize Pennsylvania and
     4     other domestic products, suppliers and contractors whenever
     5     possible.

     6     WHEREAS, The Commonwealth of Pennsylvania is empowered to
     7  undertake an unprecedented investment in economic development
     8  and infrastructure revitalization; and
     9     WHEREAS, Allocations enabled by and resulting from the
    10  Capital Facilities Debt Enabling Act represent a major taxpayer
    11  investment with the potential to strengthen communities, regions
    12  and this Commonwealth; and
    13     WHEREAS, Completion of these projects will require
    14  significant expenditures for products, supplies, contractors and
    15  workers; and


     1     WHEREAS, Many successful companies engaged in manufacturing
     2  needed supplies and products, and many skilled contractors and
     3  workers are located in this Commonwealth; therefore be it
     4     RESOLVED, That the House of Representatives strongly urge all
     5  municipalities, local authorities and other public and private
     6  organizations receiving funds through the Capital Facilities
     7  Debt Enabling Act to use domestic and particularly Pennsylvania
     8  products, supplies, contractors and workers whenever possible.
