                                  A RESOLUTION

     1  Memorializing Congress to enact legislation to address the
     2     disparities in Social Security benefits for notch babies.

     3     WHEREAS, In 1972 the Congress of the United States changed
     4  the formula to calculate Social Security benefits in order to
     5  provide for cost-of-living increases; and
     6     WHEREAS, The formula used resulted in overcompensation, and
     7  benefits increased by more than the rate of inflation; and
     8     WHEREAS, Because continued overcompensation would have
     9  drained the Social Security funds, Congress amended the Social
    10  Security Act benefits formula in 1977; and
    11     WHEREAS, Persons born between 1917 and 1921 were caught in
    12  the transition period and were termed "notch babies," and those

     1  born after 1921 received benefits under the new law; and
     2     WHEREAS, The result was that persons born between 1917 and
     3  1921 received lower benefits than those born prior to 1917; and
     4     WHEREAS, This is an important issue for many senior citizens
     5  who are notch babies; and
     6     WHEREAS, The method of compensation is inequitable to persons
     7  born after 1917; and
     8     WHEREAS, Persons born after 1917 have served this country in
     9  World War II and have contributed immeasurably to the growth and
    10  development of America; therefore be it
    11     RESOLVED, That the House of Representatives of the
    12  Commonwealth of Pennsylvania memorialize Congress to address and
    13  correct the inequities of Social Security benefit payments for
    14  those born after 1917 and before 1921; and be it further
    15     RESOLVED, That copies of this resolution be transmitted to
    16  the presiding officers of each house of Congress and to each
    17  member of Congress from Pennsylvania.
