A RESOLUTION 1 Establishing a select committee to investigate the proliferation 2 of mental health clinics in the City of Philadelphia. 3 WHEREAS, There are a number of new mental health clinics in 4 the City of Philadelphia that have not applied for permits with 5 the Commonwealth and the City of Philadelphia; and 6 WHEREAS, There has been an investigation by the Federal 7 Bureau of Investigation of an incident involving a mental health 8 clinic in the City of Philadelphia; and 9 WHEREAS, The House of Representatives has the responsibility 10 to ensure that the mental health clinics in the City of 11 Philadelphia are legitimate organizations that provide 12 professional services; therefore be it 13 RESOLVED, That the House of Representatives establish a 14 select committee to investigate the proliferation of mental 15 health clinics in the City of Philadelphia; and be it further 16 RESOLVED, That the select committee consist of five members 17 of the House of Representatives, three from the majority party
1 and two from the minority party; and be it further 2 RESOLVED, That the Speaker of the House of Representatives 3 appoint three members of the select committee; and be it further 4 RESOLVED, That the Minority Leader of the House of 5 Representatives appoint two members of the select committee; and 6 be it further 7 RESOLVED, That the Speaker of the House of Representatives 8 designate one member of the select committee to serve as 9 chairperson; and be it further 10 RESOLVED, That the Minority Leader of the House of 11 Representatives designate one member of the select committee to 12 serve as minority chairperson; and be it further 13 RESOLVED, That the members of the select committee be 14 appointed within 15 days of the date of adoption of this 15 resolution; and be it further 16 RESOLVED, That the select committee may hold hearings, take 17 testimony and make its investigations at such places as it deems 18 necessary within or without this Commonwealth and that each 19 member of the select committee shall have the power to 20 administer oaths and affirmations to witnesses appearing before 21 the select committee; and be it further 22 RESOLVED, That the Chief Clerk of the House of 23 Representatives be authorized to pay for all necessary, 24 appropriate and proper expenses incurred by the select 25 committee; and be it further 26 RESOLVED, That the select committee make a report of its 27 findings and recommendations to the House of Representatives as 28 soon as possible.
