HOUSE RESOLUTION

No. 97 Session of 2007


        INTRODUCED BY DONATUCCI AND RAYMOND, MARCH 6, 2007

        REFERRED TO COMMITTEE ON TRANSPORTATION, MARCH 6, 2007

                                  A RESOLUTION

     1  Reconvening the Commission on the Future of Transportation
     2     Entities in this Commonwealth and expanding its duties.

     3     WHEREAS, The Commission on the Future of the Philadelphia,
     4  Pittsburgh and Harrisburg International Airports and the
     5  Southeastern Pennsylvania Transportation Authority, hereafter
     6  referred to as the airport commission, was established by House
     7  Resolution No. 823 of 2004 on July 3, 2004; and
     8     WHEREAS, The airport commission was charged with the
     9  responsibility to hold hearings for each named transportation
    10  entity, during which time testimony was received on the
    11  management structure, administration, financial operations,
    12  infrastructure, economic impact and current and future
    13  requirements of each entity; and
    14     WHEREAS, The airport commission submitted an interim report
    15  with its findings and recommendations with respect to the
    16  Harrisburg International Airport and the Southeastern
    17  Pennsylvania Transportation Authority on October 1, 2004; and


     1     WHEREAS, On January 30, 2005, the airport commission
     2  submitted a final report with its findings and recommendations
     3  with respect to the Philadelphia International Airport and the
     4  Pittsburgh International Airport, which included the information
     5  contained in the interim report, following reestablishment of
     6  the airport commission under House Resolution No. 32 of 2005;
     7  and
     8     WHEREAS, The airport commission was renamed as the Commission
     9  on the Future of Transportation Entities in this Commonwealth,
    10  hereafter referred to as the transportation entities commission,
    11  in House Resolution No. 151 of 2005; and
    12     WHEREAS, The transportation entities commission is committed
    13  to continuing its work to assist in the support of these
    14  entities and their identified needs; and
    15     WHEREAS, The commission has expanded its responsibilities to
    16  encompass all other transportation entities in this
    17  Commonwealth; and
    18     WHEREAS, The transportation entities commission maintains an
    19  interest in making a comparative study of transportation
    20  entities outside this Commonwealth; therefore be it
    21     RESOLVED, That the transportation entities commission
    22  continue its study of transportation entities in this
    23  Commonwealth with the purpose of identifying perceived needs and
    24  facilitating positive changes in the management structure,
    25  administration, financial operations, infrastructure, economic
    26  impact and current and future requirements of each entity; and
    27  be it further
    28     RESOLVED, That the transportation entities commission hold
    29  hearings, take testimony and make its investigations at such
    30  places as it deems necessary and that each member of the

     1  transportation entities commission have the power to administer
     2  oaths and affirmations to witnesses appearing before the
     3  transportation entities commission; and be it further
     4     RESOLVED, That the Chief Clerk of the House of
     5  Representatives be authorized to pay for all necessary,
     6  appropriate and proper expenses incurred by the transportation
     7  entities commission; and be it further
     8     RESOLVED, That the transportation entities commission prepare
     9  a final report with findings and recommendations to be presented
    10  to the House of Representatives no later than November 30, 2008.
