        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 9, 2007

                                  A RESOLUTION

     1  Honoring and thanking Jonathan H. Newman for his outstanding
     2     accomplishments during his tenure as Chairman of the
     3     Pennsylvania Liquor Control Board.

     4     WHEREAS, Jonathan Newman served as a member of the
     5  Pennsylvania Liquor Control Board (PLCB) from 1999 to 2002 and
     6  as Chairman of the PLCB from 2002 to January 2007; and
     7     WHEREAS, Upon becoming Chairman of the PLCB, Mr. Newman led
     8  the development of many major marketing and alcohol education
     9  initiatives, including expansion of premium collection stores,
    10  Sunday sale hours, samplings at stores, enhanced employee
    11  training for wine education, outlet stores, the online store,
    12  climate and temperature control handling of products and the
    13  Chairman's Selection Wine Program, which uses the Commonwealth's


     1  purchasing power to offer amazing wine at the best prices in the
     2  country; and
     3     WHEREAS, In 2003 Wine Enthusiast Magazine named Mr. Newman
     4  its Man of the Year for his efforts in modernizing the
     5  Commonwealth as a wine-friendly State; and
     6     WHEREAS, In 2004 Mr. Newman was awarded the prestigious Award
     7  of Merit by the American Wine Society; and
     8     WHEREAS, In 2005 Mr. Newman was awarded the Guild of
     9  Sommeliers' highest honor, the Distinguished Service Award, for
    10  his outstanding contributions to the wine service industry, only
    11  the fourth time the award has been given in the guild's 22-year
    12  history; and
    13     WHEREAS, In 2005 Mr. Newman was named one of the top five
    14  leaders in the alcohol beverage industry by M. Shanken
    15  Communications' Market Watch Magazine; and
    16     WHEREAS, In 2006 Mr. Newman became Chairman-elect of the
    17  National Alcohol Beverage Control Association, which was
    18  established in 1937 as the national association to represent the
    19  18 control states; and
    20     WHEREAS, During Mr. Newman's tenure as Chairman of the PLCB,
    21  total sales have gone from $1.2 billion in 2002 to $1.57 billion
    22  for fiscal year 2005-2006, which represents nearly a 31%
    23  increase in total sales; and
    24     WHEREAS, Mr. Newman served this Commonwealth tirelessly with
    25  great honor and distinction; therefore be it
    26     RESOLVED, That the House of Representatives honor and thank
    27  Jonathan H. Newman for his outstanding accomplishments during
    28  his tenure as Chairman of the Pennsylvania Liquor Control Board;
    29  and be it further
    30     RESOLVED, That a copy of this resolution be transmitted to
