                                     AN ACT

     1  Providing for the Weatherization Assistance Program and for the
     2     Weatherization Assistance Fund; and making an appropriation.

     3     The General Assembly of the Commonwealth of Pennsylvania
     4  hereby enacts as follows:
     5  Section 1.  Short title.
     6     This act shall be known and may be cited as the
     7  Weatherization Assistance Program Act.
     8  Section 2.  Declaration of policy.
     9     The General Assembly finds and declares as follows:
    10         (1)  The United States Department of Energy annually
    11     provides grants to states to undertake energy conservation
    12     measures in the residences of low-income families who are
    13     unable to afford such measures themselves.
    14         (2)  Weatherization assistance funds are used to provide
    15     such measures as energy audits, air leakage control,
    16     installation of insulation and improvements to water heater

     1     systems.
     2         (3)  The Weatherization Assistance Program is presently
     3     funded in its entirety with Federal funds and is administered
     4     by the Department of Community and Economic Development.
     5         (4)  By providing a State appropriation, it is
     6     anticipated that an additional 400 homes will be able to
     7     receive weatherization assistance each year.
     8  Section 3.  Definitions.
     9     The following words and phrases when used in this act shall
    10  have the meanings given to them in this section unless the
    11  context clearly indicates otherwise:
    12     "Department."  The Department of Community and Economic
    13  Development of the Commonwealth.
    14     "Energy conservation measures."  Includes energy audits, air
    15  leakage control, installation of insulation and improvements to
    16  water heater systems.
    17     "Fund."  The Weatherization Assistance Fund established in
    18  section 4.
    19     "Program."  The Weatherization Assistance Program established
    20  by the United States Department of Energy and administered by
    21  the Department of Community and Economic Development.
    22  Section 4.  Weatherization Assistance Fund.
    23     (a)  Establishment.--The Weatherization Assistance Fund is
    24  hereby established within the General Fund in order to carry out
    25  the purposes described in this section.
    26     (b)  Use.--The fund shall be used by the department to
    27  provide energy conservation measures consistent with the
    28  provisions of the program.
    29  Section 5.  Appropriation.
    30     The sum of $1,000,000 is hereby appropriated to the General

     1  Fund for the fiscal year 2003-2004, to carry out the provisions
     2  of this act.
     3  Section 6.  Effective date.
     4     This act shall take effect in 60 days.
