        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 14, 1999

                                  A RESOLUTION

     1  Congratulating the Penn State fencing team on winning an
     2     unprecedented fifth straight national title.

     3     WHEREAS, On March 21, 1999, at Waltham, Massachusetts, the
     4  Penn State fencing team vaulted past rivals Notre Dame and
     5  Stanford to capture an unprecedented fifth straight NCAA fencing
     6  championship; and
     7     WHEREAS, Penn State Coach Emmanuil Kaidanov observed that
     8  while the team did not possess the strength of previous
     9  championship squads, the members more than compensated for a
    10  lack of strength by displaying "superior heart and
    11  determination"; and
    12     WHEREAS, Despite their youth, the team members remained
    13  focused throughout the competition; and

     1     WHEREAS, All-American status was earned by team members David
     2  Lidow, Gang Lu, Aaron Stuewe, Tom Peng, Charlotte Walker,
     3  Stephanie Eim, Christine Klemp and Carla Esteva; and
     4     WHEREAS, The Nittany Lions became the first team in NCAA
     5  history to win five consecutive team fencing championships; and
     6     WHEREAS, Through grit and determination, the team and its
     7  coaches have added yet another honor to Penn State's rich
     8  athletic history; and
     9     WHEREAS, This outstanding effort should not go unrecognized;
    10  therefore be it
    11     RESOLVED, That the House of Representatives congratulate the
    12  Penn State fencing team and its coach, Emmanuil Kaidanov, on
    13  winning an unprecedented fifth straight national fencing title.
