                                  A RESOLUTION

     1  Urging the President and Congress of the United States to begin
     2     a comprehensive study into the effects of juvenile diabetes
     3     on our children and to make diabetes research a priority when
     4     appropriating research funds in the national budget.

     5     WHEREAS, In the United States, 15.7 million people or 5.9% of
     6  the population have diabetes, and 279,000 new cases are
     7  diagnosed every year; and
     8     WHEREAS, Every year 13,000 children are diagnosed with
     9  juvenile diabetes; and
    10     WHEREAS, Every year 17,000 adults are diagnosed with juvenile
    11  diabetes; and
    12     WHEREAS, Diabetes is the seventh leading cause of death in
    13  the United States; and
    14     WHEREAS, Increases in diabetes have been observed in both

     1  sexes, all ages, all ethnic groups and all education levels in
     2  nearly all states; and
     3     WHEREAS, Hospitalizations involving diabetes rose almost 12%
     4  from 1995 to 1999, increasing from 242,017 to 270,474
     5  hospitalizations; and
     6     WHEREAS, Juvenile diabetes may be treated, but not cured by
     7  insulin, resulting in complications that can lead to heart
     8  disease, stroke, high blood pressure, blindness, kidney disease,
     9  nervous system disease, amputations, dental disease and
    10  complications with pregnancy; and
    11     WHEREAS, Many states have initiated legislation and programs
    12  to insure that children with diabetes are safe and that teachers
    13  are aware of their special needs; and
    14     WHEREAS, A strong public-private partnership to fund juvenile
    15  diabetes exists between the Federal Government and the Juvenile
    16  Diabetes Research Foundation International, a foundation which
    17  has awarded more than $326 million for diabetes research since
    18  1970 and will give $100 million in fiscal year 2001; therefore
    19  be it
    20     RESOLVED, That the House of Representatives of the
    21  Commonwealth of Pennsylvania urge the President and Congress of
    22  the United States to increase Federal funding for diabetes
    23  research in accordance with its significance to our national
    24  health; and be it further
    25     RESOLVED, That copies of this resolution be transmitted to
    26  the President and the presiding officers of each house of
    27  Congress and to each member of Congress from Pennsylvania.
