                                  A RESOLUTION

     1  Memorializing Congress to repeal the vehicle emissions
     2     provisions of the Clean Air Act Amendments of 1990.

     3     WHEREAS, On November 15, 1990, the President signed the Clean
     4  Air Act Amendments of 1990 (Public Law 101-549, 104 Stat. 2399);
     5  and
     6     WHEREAS, The Clean Air Act Amendments of 1990 prompted the
     7  Commonwealth of Pennsylvania to adopt an enhanced vehicle
     8  emissions inspection and maintenance program in 11 urban and
     9  suburban counties this year, to be effective October 1, 1997;
    10  and
    11     WHEREAS, Although the program favored by the Ridge
    12  administration to comply with the Federal mandate is superior to
    13  the prior plan, which included a centralized testing program run
    14  by an Arizona company, Environtest, the program will still work
    15  a significant financial hardship on many families with modest


     1  incomes; therefore be it
     2     RESOLVED, That the House of Representatives of the
     3  Commonwealth of Pennsylvania memorialize the Congress of the
     4  United States to repeal the vehicle emissions provisions of the
     5  Clean Air Act Amendments of 1990; and be it further
     6     RESOLVED, That copies of this resolution be transmitted to
     7  the presiding officers of each house of Congress and to each
     8  member of Congress from Pennsylvania.
