HOUSE RESOLUTION

No. 154 Session of 2005


        INTRODUCED BY LaGROTTA, THOMAS, BEBKO-JONES, CALTAGIRONE,
           CLYMER, CRAHALLA, HESS, JAMES, LEH, MANN, PALLONE, PETRARCA,
           READSHAW, ROEBUCK, SHANER, STABACK, TIGUE, WALKO AND
           YOUNGBLOOD, MARCH 16, 2005

        REFERRED TO COMMITTEE ON TRANSPORTATION, MARCH 16, 2005

                                  A RESOLUTION

     1  Requesting the Auditor General to conduct performance audits of
     2     the Allegheny County Port Authority Transit System (PAT) and
     3     the Southeastern Pennsylvania Transportation Authority
     4     (SEPTA) and report the findings to the General Assembly.

     5     WHEREAS, Thousands of residents of this Commonwealth use mass
     6  transit every day; and
     7     WHEREAS, Mass transit is a necessity for persons who rely on
     8  it to get to work, to medical care, to school, to the grocery
     9  store and to many other places; and
    10     WHEREAS, Mass transit in this Commonwealth is facing a
    11  shortage of operating funds; and
    12     WHEREAS, Insufficient funding results in a decrease in
    13  services, thereby harming the long-term viability of transit, as
    14  well as an increase in fares, causing layoffs for public
    15  transportation employees; and
    16     WHEREAS, Until the mass transit crisis is resolved, the lives
    17  of thousands of Pennsylvanians and the productivity of hundreds
    18  of Pennsylvania companies will be disrupted; and

     1     WHEREAS, Before asking taxpayers to invest significant State
     2  dollars in the mass transit system, we must investigate cost-
     3  saving measures as well as allegations of waste; therefore be it
     4     RESOLVED, That the House of Representatives request the
     5  Auditor General to conduct performance audits of the Allegheny
     6  County Port Authority Transit System and the Southeastern
     7  Pennsylvania Transportation Authority; and be it further
     8     RESOLVED, That the Auditor General report the findings of
     9  these audits to the General Assembly by May 1, 2005; and be it
    10  further
    11     RESOLVED, That a copy of this resolution be transmitted to
    12  the Auditor General, to the Chief Executive Officer of PAT and
    13  to the General Manager of SEPTA.
