        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 26, 1999

                                  A RESOLUTION

     1  Designating the week of May 2 through 9, 1999, as "Chastity
     2     Awareness Week" in Pennsylvania.

     3     WHEREAS, Chastity promotes sexual self-control, self-esteem
     4  and self-respect, regardless of previous sexual behavior; and
     5     WHEREAS, Chastity places sexual intercourse within the
     6  context of marriage; and
     7     WHEREAS, Teenage pregnancy outside of marriage is a
     8  continuing problem in our society; and
     9     WHEREAS, Each year 1 million teenagers become pregnant, with
    10  about 70% of these teenage mothers being unmarried and more than
    11  40% of them being school dropouts; and
    12     WHEREAS, Abstaining from sexual activity is the only certain
    13  way to avoid out-of-wedlock pregnancy, sexually transmitted
    14  diseases and related emotional trauma; and
    15     WHEREAS, "Chastity Day" presentations have been delivered for


     1  numerous schools and youth groups, with an annual attendance of
     2  over 10,000 participants; and
     3     WHEREAS, Presentations are made by members of the Chastity
     4  Education Network under the Family Life Educational Foundation,
     5  experienced chastity educators and teens who provide peer
     6  testimony; and
     7     WHEREAS, Parent meetings are held to encourage the discussion
     8  of chastity in the home setting; and
     9     WHEREAS, Chastity education emphasizes the powerful effect
    10  that alcohol and drug use have in increasing vulnerability to
    11  sexual advances and preventing good decision making; and
    12     WHEREAS, The 1998 theme for "Chastity Awareness Week" is
    13  "Chastity is a Lifesaver"; therefore be it
    14     RESOLVED, That the House of Representatives of Pennsylvania
    15  designate the week of May 2 through 9, 1999, as "Chastity
    16  Awareness Week" in Pennsylvania and encourage participation in
    17  "Chastity Day" presentations for schools and youth groups; and
    18  be it further
    19     RESOLVED, That a copy of this resolution be transmitted to
    20  the Family Life Educational Foundation.
