        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 26, 1999

                                  A RESOLUTION

     1  Commending the School District of Lancaster on its achievement
     2     of ISO 9000 certification.

     3     WHEREAS, For nearly 20 years International Organization for
     4  Standardization (ISO) has been an organizational quality
     5  management tool embraced by businesses worldwide to achieve,
     6  maintain and continuously improve standards of excellence; and
     7     WHEREAS, The School District of Lancaster endeavored to apply
     8  these successful business practices to education and achieved
     9  tremendous results in doing so; and
    10     WHEREAS, The efforts of the School District of Lancaster were
    11  recognized when Lancaster became the first school district in
    12  the world to be ISO certified; and
    13     WHEREAS, An independent audit of the school district was
    14  conducted as part of the certification process, which assessed
    15  school district management and administration procedures,
    16  everything from purchase orders and busing to professional
    17  development and curriculum tracking; and


     1     WHEREAS, The audit concluded that the School District of
     2  Lancaster has a solid quality management system and certified
     3  the existence of a standards-driven prekindergarten through
     4  grade 12 program that pilots the teaching and learning
     5  processes; and
     6     WHEREAS, The audit found the School District of Lancaster's
     7  educational program emphasizes high standards in the delivery of
     8  essential support to schools, including financial,
     9  administrative, technology and pupil services; and
    10     WHEREAS, The School District of Lancaster has established a
    11  foundation for continuous and permanent improvement in teaching
    12  and learning; therefore be it
    13     RESOLVED, That the House of Representatives commend the
    14  School District of Lancaster on its achievement of ISO 9000
    15  certification and pay tribute to district teachers,
    16  administrators and staff for their contributions and many hours
    17  of service that were directed toward achieving this special
    18  certification.
