        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MAY 5, 1999

                                  A RESOLUTION

     1  Designating May 1999 as "Community Action Month" in
     2     Pennsylvania.

     3     WHEREAS, There are 43 community action agencies in
     4  Pennsylvania working to assist the low-income population of this
     5  Commonwealth to break the cycle of poverty and achieve self-
     6  sufficiency; and
     7     WHEREAS, Community action agencies have been serving low-
     8  income families in all counties throughout this Commonwealth for
     9  35 years; and
    10     WHEREAS, Community action agencies have been able to respond
    11  to the local needs unique to each community through various


     1  programs, including day-care programs, outreach and referral
     2  services, food banks, transportation assistance for the elderly
     3  in rural areas, weatherization programs, education and job
     4  training and placement; and
     5     WHEREAS, These programs help community action agencies work
     6  with the low-income population of this Commonwealth and attack
     7  the cause of poverty; and
     8     WHEREAS, Community action agencies, in partnership with
     9  elected officials, the private sector and low-income citizens,
    10  continue to identify poverty conditions and find solutions;
    11  therefore be it
    12     RESOLVED, That the House of Representatives designate May
    13  1999 as "Community Action Month" in Pennsylvania.
