        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MAY 12, 1997

                                  A RESOLUTION

     1  Proclaiming the week of May 11 through 17, 1997, as "MADD Week"
     2     in Pennsylvania.

     3     WHEREAS, Last year drivers and pedestrians impaired by
     4  alcohol and other drugs accounted for 540 highway deaths in
     5  Pennsylvania; and
     6     WHEREAS, Motor vehicle crashes are the number one cause of
     7  death for children, adolescents and young adults in
     8  Pennsylvania; and
     9     WHEREAS, Alcohol is involved in nearly half of all traffic
    10  fatalities; and
    11     WHEREAS, Injury and property damage resulting from alcohol-

     1  impaired driving have caused physical, emotional and economic
     2  hardship for hundreds of thousands of adults and young people;
     3  and
     4     WHEREAS, Health care costs resulting from motor vehicle
     5  injuries affect all Americans. Thousands of dollars can be saved
     6  in health care costs alone for each serious injury that is
     7  prevented; and
     8     WHEREAS, Programs were developed throughout the years to
     9  promote public awareness and raise consciousness about the
    10  dangers of alcohol-impaired driving and other drug-impaired
    11  driving; and
    12     WHEREAS, During the week of May 11 through 17, 1997, MADD
    13  chapters, victims, advocates, trauma centers, law enforcement
    14  officers and drug and alcohol prevention departments will all
    15  join together to educate the public about the violent crime of
    16  drunk driving; and
    17     WHEREAS, The Commonwealth considers of utmost seriousness its
    18  duty to protect its citizens from hazards such as impaired
    19  drivers; therefore be it
    20     RESOLVED, That the House of Representatives proclaim the week
    21  of May 11 through 17, 1997, as "MADD Week" in Pennsylvania and
    22  call upon all citizens, government agencies, public and private
    23  institutions, businesses, hospitals and schools in this
    24  Commonwealth to promote awareness of driver impairment courses,
    25  existing and proposed laws intended to further reduce and
    26  prevent impaired driving and opportunities to establish safer
    27  and healthier norms regarding the use of alcohol and other drugs
    28  for all citizens.
