A RESOLUTION 1 Designating the week of September 21 through 27, 1997, as "Voter 2 Awareness Week." 3 WHEREAS, The cornerstone of a democracy is an educated, 4 informed and participatory electorate; and 5 WHEREAS, Voter participation, based on a percentage of the 6 voting age population of the United States, was just under one- 7 half (49.08%) in the 1996 presidential election; and 8 WHEREAS, While the National Voter Registration Act of 1993 9 (Public Law 103-31, 107 Stat. 77) has brought about the most 10 dramatic expansion of voter registration in our Nation's history 11 with 11 million citizens registering to vote in 1995, voter
1 apathy is a chronic concern that must be addressed to ensure the 2 vitality of our country; and 3 WHEREAS, Voter awareness campaigns and get-out-the-vote 4 efforts emphasize the importance of voting and registering to 5 vote; therefore be it 6 RESOLVED, That the House of Representatives designate the 7 week of September 21 through 27, 1997, as "Voter Awareness 8 Week."
