HOUSE RESOLUTION

           HALUSKA, BOSCOLA, YEWCIC AND WOZNIAK, JUNE 29, 1995

        REFERRED TO COMMITTEE ON RULES, JUNE 29, 1995

                                  A RESOLUTION

     1  Directing the Department of Corrections in conjunction with
     2     other Commonwealth agencies to conduct a study and issue a
     3     report on the use of prison inmate labor along this
     4     Commonwealth's highway and State park system.

     5     WHEREAS, The Department of Corrections currently utilizes
     6  prison inmate labor within the perimeters of the Commonwealth's
     7  correctional institutions; and
     8     WHEREAS, The current prison population of the Commonwealth's
     9  correctional institutions provides a potential pool of labor
    10  which could be used on Commonwealth property to perform various
    11  ancillary duties, including cleanup duties along Commonwealth
    12  highways; and
    13     WHEREAS, This inmate labor pool would enhance the success of
    14  the "Adopt a Highway" program as well as provide maintenance
    15  work along the highways across this Commonwealth; and
    16     WHEREAS, The Department of Environmental Resources recently
    17  approved an increase in State park fees to offset the increasing
    18  costs of maintenance due to aging facilities; and


     1     WHEREAS, The potential inmate labor pool could be used to
     2  augment the maintenance and cleaning efforts of the Department
     3  of Conservation and Natural Resources within the State park
     4  system; and
     5     WHEREAS, The use of prison inmates should be used to augment
     6  projects where there will be no impact to the civilian labor
     7  force; therefore be it
     8     RESOLVED, That the House of Representatives encourage the
     9  Secretary of Corrections, in conjunction with the Department of
    10  Transportation, to develop and institute a program to utilize
    11  inmate labor to perform cleaning and road maintenance along this
    12  Commonwealth's highways; and be it further
    13     RESOLVED, That the Secretary of the Department of Corrections
    14  conduct a study and issue a report on the use of inmate labor
    15  outside the perimeters of the Commonwealth's correctional
    16  institutions; and be it further
    17     RESOLVED, That the Secretary of Corrections issue the report
    18  to the General Assembly within one year from the adoption of
    19  this resolution.
