HOUSE RESOLUTION

No. 203 Session of 2001


        INTRODUCED BY STRITTMATTER, SCHULER, STURLA, CREIGHTON,
           ZIMMERMAN, BARLEY, ARMSTRONG AND HERSHEY, MAY 2, 2001

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MAY 2, 2001

                                  A RESOLUTION

     1  Designating May 2001 as "Bike Month" in Pennsylvania.

     2     WHEREAS, The national nonprofit bicycling safety and
     3  education association, the League of American Bicyclists, has
     4  declared the month of May to be "National Bike Month" for 44
     5  years and has done so again in 2001; and
     6     WHEREAS, The League of American Bicyclists has declared May
     7  14 through 18, 2001, as "National Bike-to-Work Week" and May 18,
     8  2001, as "National Bike-to-Work Day"; and
     9     WHEREAS, Bicycle clubs, schools, parks and recreation
    10  departments, police departments, hospitals, companies and civic
    11  groups throughout this Commonwealth will be promoting bicycling
    12  as a wholesome, leisurely activity as well as an environmentally
    13  friendly alternative to the automobile during the month; and
    14     WHEREAS, Governor Tom Ridge maintains his commitment to
    15  continue promoting Pennsylvania's world-renowned cycling
    16  opportunities; and
    17     WHEREAS, This Commonwealth is home to the most rail trails in

     1  the nation, with 115 open rail trails totaling approximately
     2  1,000 miles and equalling 10% of the nation's rail trails, and
     3  with more than 100 rail-trail projects currently in progress;
     4  and
     5     WHEREAS, The Bureau of State Parks strives to develop safe
     6  bike trails in State parks which feature a variety of trail
     7  sizes, terrains and scenic views and which allow access to many
     8  resources, facilities and activities found within each park; and
     9     WHEREAS, The Department of Transportation realizes and
    10  promotes the importance of bicycle safety and has included on
    11  its World Wide Web site the Pennsylvania Bicycle Driver's Manual
    12  and the Bicycling Directory of Pennsylvania; and
    13     WHEREAS, Dream Ride Projects, a Lancaster-based nonprofit
    14  health education group, is organizing Bike Month "Mini" Rallies
    15  throughout Lancaster County this year on May 6 in Quarryville,
    16  May 12 in New Holland, May 19 in Elizabethtown and May 26 in
    17  Ephrata; and
    18     WHEREAS, Lancaster County is hosting the Annual Turkey Hill
    19  Country Classic Bicycle Race on May 5, 2001, and the First
    20  Annual Mount Joy Criterium Bicycle Race on May 19, 2001; and
    21     WHEREAS, Dauphin County is hosting the Annual Clean Air
    22  Challenge Scenic Bike Ride to benefit the American Lung
    23  Association on May 20, 2001; and
    24     WHEREAS, The bicycle is a viable and environmentally sound
    25  form of transportation and an excellent form of recreation;
    26  therefore be it
    27     RESOLVED, That the House of Representatives designate May
    28  2001 as "Bike Month" in Pennsylvania and urge all who support
    29  bicycling to participate in the events planned.
