                                  A RESOLUTION

     1  Memorializing the Congress of the United States to suspend
     2     implementation of the vehicle emissions provisions of the
     3     Clean Air Act Amendments of 1990 and subsequent regulations
     4     promulgated by the Environmental Protection Agency.

     5     WHEREAS, On November 15, 1990, the President signed the Clean
     6  Air Act Amendments of 1990 (Public Law 101-549, 104 Stat. 2399);
     7  and
     8     WHEREAS, The Environmental Protection Agency has demonstrated
     9  an inability to effectively promulgate fair and equitable
    10  regulations pertaining to vehicle emissions which frustrate the
    11  intent of the Congress of the United States to permit the
    12  various states to have a range of acceptable options; and
    13     WHEREAS, A number of members of Pennsylvania's Congressional
    14  delegation have expressed concern over various aspects to the
    15  operational parameters of the emissions program as currently
    16  mandated by the Environmental Protection Agency; and

     1     WHEREAS, It is quite likely that the Commonwealth will be
     2  threatened with the loss of up to $1 billion in Federal highway
     3  funds and possibly fined on a daily basis by a Federal District
     4  Court judge; and
     5     WHEREAS, The only remedy for Pennsylvania is Congressional
     6  action to relieve these penalties; therefore be it
     7     RESOLVED, That the House of Representatives of the
     8  Commonwealth of Pennsylvania memorialize Congress to suspend
     9  implementation of the vehicle emissions provisions of the Clean
    10  Air Act Amendments of 1990 and subsequent regulations
    11  promulgated by the Environmental Protection Agency until October
    12  1, 1998; and be it further
    13     RESOLVED, That copies of this resolution be transmitted to
    14  the presiding officers of each house of Congress and to each
    15  member of Congress from Pennsylvania.
