           HALUSKA, HENNESSEY, LEVDANSKY, METCALFE, MUNDY, SHANER,
           STERN, THOMAS, WASHINGTON, BARRAR, BOYD, CAWLEY, CRAHALLA,

                                  A RESOLUTION

     1  Memorializing the Congress of the United States and the Federal
     2     Government to take steps to discontinue outsourcing and to
     3     prevent the Internal Revenue Service from hiring foreign
     4     contractors to prepare, process or collect any personal
     5     financial information of United States taxpayers.

     6     WHEREAS, Outsourcing is bad for morale of United States
     7  businesses, employees and consumers; and
     8     WHEREAS, Outsourcing enables foreign interests to profit at
     9  the expense of United States businesses and employees; and
    10     WHEREAS, Outsourcing increases the threat of pilfering or
    11  identity theft, inviting small-time thieves and international
    12  terrorists; and
    13     WHEREAS, Because information technology systems do not offer
    14  fail-safe methods to prevent pilfering or identity theft, access
    15  to entities within our borders must be limited; and
    16     WHEREAS, Americans should not have personal financial data
    17  including salary, bank accounts, investments, credit card

     1  information, assets and more placed conveniently in foreign
     2  hands and out of supervision of United States control; and
     3     WHEREAS, No sharing of personal financial information of
     4  Americans should be allowed at any stage of income processing;
     5  therefore be it
     6     RESOLVED, That the House of Representatives of the
     7  Commonwealth of Pennsylvania encourage the Congress and the
     8  Federal Government to take whatever steps are necessary to
     9  discontinue outsourcing and to prevent the Internal Revenue
    10  Service from hiring foreign contractors to prepare, process or
    11  collect any personal financial information of United States
    12  taxpayers; and be it further
    13     RESOLVED, That copies of this resolution be transmitted to
    14  the members of Congress from Pennsylvania.
