        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 24, 2003

                                  A RESOLUTION

     1  Designating April 22, 2003, as "Earth Day--Pennsylvania."

     2     WHEREAS, Pennsylvania has been endowed with true natural
     3  beauty and an abundance of wood, water and natural resources;
     4  and
     5     WHEREAS, The founder of our Commonwealth, William Penn,
     6  praised the land greatly after he saw it for the first time in
     7  1682, noting "The country itself, its soil, air, water, seasons
     8  and produce, both natural and artificial, is not to be
     9  despised"; and
    10     WHEREAS, While the House of Representatives has been taking

     1  action to protect and preserve our natural resources, passing
     2  such measures as the Conservation Bill of Rights, the Hazardous
     3  Sites Cleanup Act, the Municipal Waste Planning, Recycling and
     4  Waste Reduction Act and the Abandoned Mine Subsidence Assistance
     5  Act and recently modernizing The Clean Streams Law, the
     6  contamination of our water and the despoliation of our land
     7  continues to be a problem and a major legislative concern; and
     8     WHEREAS, We approach the 32nd anniversary of the first Earth
     9  Day, held in April of 1970, filled with resolve to protect the
    10  natural resources of our Commonwealth for future generations;
    11  therefore be it
    12     RESOLVED, That the House of Representatives designate April
    13  22, 2003, as "Earth Day--Pennsylvania"; and be it further
    14     RESOLVED, That the House of Representatives dedicate itself
    15  to the proposition that our natural environment must be
    16  protected and preserved.
