        INTRODUCED BY METCALFE, ARMSTRONG, GEIST, BASTIAN, ALLEN,
           BARRAR, BENNINGHOFF, CLYMER, COLEMAN, EGOLF, J. EVANS,
           FORCIER, GABIG, HUTCHINSON, JADLOWIEC, LEWIS, MAHER,
           MAITLAND, McILHINNEY, S. MILLER, ROHRER, SEMMEL, SHANER,
           R. STEVENSON, WATSON, WILT, WOGAN AND ZUG, JUNE 11, 2001

                                  A RESOLUTION

     1  Memorializing the President of the United States and Congress to
     2     fund and deploy a national missile defense system.

     3     WHEREAS, The ballistic missile threat to the United States
     4  has been declared by the President, the Secretary of Defense,
     5  the Congress of the United States, the bipartisan Commission to
     6  Assess the Ballistic Missile Threat to the United States (known
     7  as the Rumsfeld Commission) and the United States intelligence
     8  community to be a clear, present and growing danger to the
     9  United States; and
    10     WHEREAS, The United States currently cannot stop even one
    11  missile launched with malice or by accident by any number of
    12  foreign states or terrorist organizations; and
    13     WHEREAS, It is immoral to intentionally leave the American
    14  people, our troops and overseas allies and the nation's children
    15  vulnerable to attack by nuclear, chemical or biological weapons
    16  delivered by ballistic missiles; and

     1     WHEREAS, The citizens of the Commonwealth of Pennsylvania and
     2  the United States remain exposed to missile attack; therefore be
     3  it
     4     RESOLVED, That the House of Representatives of the
     5  Commonwealth of Pennsylvania memorialize the Congress to fully
     6  fund and deploy as soon as technologically possible an
     7  effective, affordable global missile defense system, including a
     8  sea-based system to intercept theater and long-range missiles,
     9  space-based sensors and ground-based interceptors and radar, to
    10  protect all Americans, United States troops stationed abroad and
    11  our nation's allies from ballistic missile attack; and be it
    12  further
    13     RESOLVED, That copies of this resolution be transmitted to
    14  the President of the United States, to the presiding officers of
    15  each house of Congress and to each member of Congress from
    16  Pennsylvania.
