HOUSE RESOLUTION

No. 249 Session of 1990


        INTRODUCED BY McCALL, STUBAN, NAILOR, STISH, B. SMITH, FREEMAN,
           MAYERNIK, STABACK, LUCYK, BELARDI, RITTER, CAWLEY, BATTISTO,
           FAIRCHILD, DIETTERICK AND LAUGHLIN, JANUARY 31, 1990

        REFERRED TO COMMITTEE ON RULES, JANUARY 31, 1990

                                  A RESOLUTION

     1  Establishing a special committee to investigate the feasibility
     2     of regulating automobile racing within Pennsylvania.

     3     WHEREAS, Many automobile races and similar events, such as
     4  drag races and demolition derbies, take place within the
     5  Commonwealth each year; and
     6     WHEREAS, These activities may pose a threat to public safety
     7  and to the safety of the participants; and
     8     WHEREAS, It would be desirable to investigate the feasibility
     9  of regulating automobile racing and other automobile events
    10  within this Commonwealth; and
    11     WHEREAS, Such an investigation should include such areas as:
    12         (1)  licensing and qualification of drivers;
    13         (2)  standards for, and inspection of, vehicles;
    14         (3)  construction and operation of tracks;
    15         (4)  minimum health, safety and insurance requirements;
    16     and
    17         (5)  the costs of such regulation in relation to the


     1     expected benefits thereof;
     2  therefore be it
     3     RESOLVED, That there be established a special committee of
     4  seven members, four from the majority party and three from the
     5  minority party, to be appointed by the Speaker for the purpose
     6  of investigating the feasibility of regulating automobile racing
     7  and similar events; and be it further
     8     RESOLVED, That the committee may hold hearings, take
     9  testimony and make its investigations at such places as it deems
    10  necessary in this Commonwealth. Each member of the committee
    11  shall have power to administer oaths and affirmations to
    12  witnesses appearing before the committee; and be it further
    13     RESOLVED, That the committee make a report of its findings
    14  and recommendations to the full House as soon as practicable.
