        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           APRIL 29, 2003

                                  A RESOLUTION

     1  Designating the month of May 2003 as "Community Action Month" in
     2     Pennsylvania.

     3     WHEREAS, The Community Action Association of Pennsylvania and
     4  its 43-member community action agencies work tirelessly to
     5  assist this Commonwealth's low-income population to break the
     6  cycle of poverty and achieve self-sufficiency; and
     7     WHEREAS, Most of these organizations have been serving low-
     8  income families for more than 38 years; and
     9     WHEREAS, Community action agencies reach out to low-income
    10  people in their communities, address multiple needs through a
    11  comprehensive approach, develop partnerships with other
    12  community organizations, involve low-income clients in the

     1  agency's operations and administer a full range of coordinated
     2  programs designed to have a measurable impact on poverty; and
     3     WHEREAS, Community action agencies have developed locally
     4  designed projects and activities to remove or ameliorate the
     5  poverty barriers individuals confront in moving toward self-
     6  sufficiency by mobilizing resources and developing
     7  collaborations; and
     8     WHEREAS, Community action agencies provide a range of
     9  services responding to the specific local needs unique to each
    10  community, including day care, outreach and referral services,
    11  food banks, transportation assistance, weatherization programs,
    12  education and job training and placement; and
    13     WHEREAS, The Community Action Association of Pennsylvania
    14  supports these efforts and provides a link to State policy and
    15  program planning; and
    16     WHEREAS, The efforts of the Community Action Association of
    17  Pennsylvania and its 43-member community action agencies have
    18  substantially improved the quality of life in this Commonwealth;
    19  therefore be it
    20     RESOLVED, That the House of Representatives designate the
    21  month of May 2003 as "Community Action Month" in Pennsylvania.
