HOUSE RESOLUTION

No. 257 Session of 2001


        INTRODUCED BY BUTKOVITZ, J. TAYLOR, DALEY AND McGEEHAN,
           JUNE 19, 2001

        AS REPORTED FROM COMMITTEE ON INTERGOVERNMENTAL AFFAIRS, HOUSE
           OF REPRESENTATIVES, AS AMENDED, JUNE 20, 2001

                                  A RESOLUTION

     1  Directing the Committee on Intergovernmental Affairs AND THE      <--
     2     COMMITTEE ON LABOR RELATIONS to examine and study matters
     3     relating to the use of Federal and State job training funds
     4     by local workforce investment boards and to determine the
     5     effectiveness of these boards in providing job training to
     6     their targeted populations.

     7     WHEREAS, The Pennsylvania Workforce Investment Board was
     8  created by the Governor on December 19, 1997, by Executive Order
     9  1997-7 and was tasked with developing a world-class workforce
    10  development system which complements the Commonwealth's overall
    11  education strategy and guides Federal, State and local resources
    12  in a customer-focused and user-friendly manner; and
    13     WHEREAS, The Pennsylvania Workforce Investment Board has
    14  approved the creation of 22 local workforce investment boards
    15  whose primary purpose is to ensure that workforce development
    16  services operating in a local area effectively and efficiently
    17  support the labor and job training demands of each local area's
    18  industries; and
    19     WHEREAS, A total of $1.25 billion in Federal and State job


     1  training moneys were expended in this Commonwealth during the
     2  2000-2001 fiscal year in support of the workforce development
     3  system; and
     4     WHEREAS, It is of paramount importance to the Commonwealth
     5  that funds utilized by local workforce investment boards are
     6  used in the most effective and efficient manner; therefore be it
     7     RESOLVED, That the House of Representatives direct the
     8  Committee on Intergovernmental Affairs AND THE COMMITTEE ON       <--
     9  LABOR RELATIONS to examine and study all matters relating to the
    10  use of job training moneys by local workforce investment boards
    11  and their fiscal agents; and be it further
    12     RESOLVED, That the Committee on Intergovernmental Affairs      <--
    13  COMMITTEES hold hearings for the purpose of taking testimony;     <--
    14  and be it further
    15     RESOLVED, That the Committee on Intergovernmental Affairs      <--
    16  COMMITTEES determine the effectiveness of job training programs   <--
    17  managed by local workforce investment boards; and be it further
    18     RESOLVED, That the Committee on Intergovernmental Affairs      <--
    19  COMMITTEES report its THEIR findings and recommendations to the   <--
    20  House of Representatives no later than April 1, 2002.
