HOUSE RESOLUTION

        REFERRED TO COMMITTEE ON INTERGOVERNMENTAL AFFAIRS,
           OCTOBER 21, 1997

                                  A RESOLUTION

     1  Memorializing Congress to pass H.R. 950, referred to as the Job
     2     Creation and Infrastructure Restoration Act of 1997.

     3     WHEREAS, More than 16 million Americans suffer from
     4  unemployment; and
     5     WHEREAS, Chronic joblessness is the main underlying cause of
     6  the drug crisis, crime, poverty, homelessness and inadequate
     7  housing throughout this Commonwealth; and
     8     WHEREAS, There is a critical need to rebuild and expand this
     9  Commonwealth's infrastructure, schools, housing, roads, mass
    10  transit, bridges, water and sewage facilities, parks and
    11  recreational and child-care facilities; and
    12     WHEREAS, On March 5, 1997, Congressman Matthew Martinez of
    13  California introduced H.R. 950, referred to as the Job Creation
    14  and Infrastructure Restoration Act of 1997 or the Jobs Bill; and
    15     WHEREAS, The Jobs Bill is designed to stimulate job creation
    16  and reinvigorate investment in the nation's infrastructure
    17  through:


     1         (1)  Grants for emergency and short-term repair and
     2     reclamation work, such grants to be issued by the United
     3     States Secretary of Commerce in the aggregate amount of $25
     4     billion over two years.
     5         (2)  A five-year renewable program of grants to subsidize
     6     the wages of reemployed and newly employed people in jobs
     7     that rebuild public facilities, highways and roads and parks,
     8     such grants to be issued by the United State Department of
     9     Labor at a funding level of $45 billion each year; and
    10     WHEREAS, The Jobs Bill, if enacted, could greatly assist in
    11  the reduction of unemployment and restoration of the
    12  infrastructure of this Commonwealth; and
    13     WHEREAS, It is appropriate to urge the Congress of the United
    14  States to pass the Jobs Bill; therefore be it
    15     RESOLVED, That the House of Representatives of the
    16  Commonwealth of Pennsylvania memorialize Congress to pass H.R.
    17  950, referred to as the Job Creation and Infrastructure
    18  Restoration Act of 1997.
