INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, OCTOBER 25, 1999
A RESOLUTION 1 Proclaiming November 15, 1999, as "America Recycles Day" in 2 Pennsylvania. 3 WHEREAS, Each year, more than 208 million tons of municipal 4 solid waste go into the nation's landfills; and 5 WHEREAS, Each day, the average American generates more than 6 4.3 pounds of waste requiring disposal; and 7 WHEREAS, While many of the nation's communities have reached 8 an overall recycling rate of 25%, much more can be done; and 9 WHEREAS, To focus the nation's attention on the importance of 10 recycling, businesses, industries, State agencies, nonprofit
1 organizations and individuals have joined together to celebrate 2 "America Recycles Day" and are encouraging their employers, 3 staff, customers, members and all citizens to pledge to start or 4 enhance recycling programs and buy recycled products on November 5 15; and 6 WHEREAS, Participating in "America Recycles Day" is one way 7 citizens can help raise awareness about the need to reduce waste 8 by reusing, recycling and buying recycled products; and 9 WHEREAS, Recycling saves millions of dollars in disposal 10 costs, creates jobs and is recognized as an easy way for 11 everyone to help protect the environment by avoiding unnecessary 12 use of important resources; and 13 WHEREAS, State and community leaders need to spread the word 14 about the excellent programs they have established, the growth 15 of markets for recyclables, the importance of buying recycled 16 products, the need to expand the collection of recyclable 17 materials and the benefits of investments in recycling by small 18 and large businesses; therefore be it 19 RESOLVED, That the House of Representatives proclaim November 20 15, 1999, as "America Recycles Day" in Pennsylvania.
