        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 3, 2005

                                  A RESOLUTION

     1  Commemorating on September 14, 2005, the 191st anniversary of
     2     the writing of the poem by Francis Scott Key that became
     3     known as "The Star Spangled Banner."

     4     WHEREAS, Our national anthem, "The Star Spangled Banner," was
     5  written by an American lawyer, Francis Scott Key, during the War
     6  of 1812; and
     7     WHEREAS, Francis Scott Key wrote the words while witnessing
     8  the British naval attack on Baltimore at Fort McHenry on
     9  September 12 and 13, 1814; and
    10     WHEREAS, After the British fleet withdrew, Francis Scott Key


     1  checked into a Baltimore hotel and completed his poem on the
     2  defense of Fort McHenry; and
     3     WHEREAS, He sent the poem to a printer for duplication on
     4  handbills, and within a few days the poem was put to the music
     5  of an old English song; and
     6     WHEREAS, The new song and the American flag became known as
     7  "The Star Spangled Banner"; and
     8     WHEREAS, "The Star Spangled Banner" was officially designated
     9  our national anthem on March 31, 1931; and
    10     WHEREAS, The Commonwealth of Pennsylvania adopted September
    11  14 as "National Anthem Day" in 1947; therefore be it
    12     RESOLVED, That the House of Representatives commemorate the
    13  191st anniversary, on September 14, 2005, of the writing of "The
    14  Star Spangled Banner" by Francis Scott Key.
