A RESOLUTION 1 Commending the observance of December 22, 1999, as "Teen Driving 2 Awareness Day." 3 WHEREAS, On December 22, 1999, major changes in the driving 4 privileges of teenagers will take effect; and 5 WHEREAS, These changes will take effect as a result of the 6 enactment of Act 23 of 1999, which was signed by the Governor on 7 June 25, 1999; and 8 WHEREAS, The following four points are of special importance 9 to teenage drivers: 10 (1) Drivers with learners' permits must build their 11 driving skills for six months, instead of 30 days, before 12 taking the driver's test, and young drivers must accumulate 13 50 hours of supervised driving. 14 (2) A learner's permit is now valid for one year, 15 instead of 120 days, and an adult supervising a learner must 16 be 21 years of age or older, instead of 18 as in current law. 17 (3) The new law cracks down on speeding by junior 18 licensees, providing a 90-day mandatory suspension for
1 accumulating six or more points for one conviction for 2 driving 26 miles per hour or more over the speed limit. 3 (4) To obtain an unrestricted license before attaining 4 18 years of age, a junior driver must remain crash-free and 5 conviction-free for 12 months and complete an approved 6 driver's education course; and 7 WHEREAS, Many of these changes have been recommended and/or 8 are strongly endorsed by many teenage drivers; therefore be it 9 RESOLVED, That, to publicize that major changes in the 10 driving privileges of teenagers will take effect December 22, 11 1999, the House of Representatives commend the observance of 12 that day as "Teen Driving Awareness Day."
