        INTRODUCED BY THOMAS, JAMES, ROEBUCK, OLIVER, BISHOP, PARKER,
           YOUNGBLOOD, CRUZ, PAYTON, WILLIAMS, BLACKWELL, DONATUCCI,
           WATERS, KIRKLAND AND PRESTON, JUNE 13, 2007

        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JUNE 13, 2007

                                  A RESOLUTION

     1  Expressing condolences upon the death of former United States
     2     Congressman Parren J. Mitchell, eight-term Representative
     3     from Maryland and noted civil rights activist.

     4     WHEREAS, Mr. Mitchell was born on April 29, 1922, in
     5  Baltimore, Maryland, and died on May 28, 2007; and
     6     WHEREAS, Mr. Mitchell attended public schools in Baltimore
     7  and was a graduate of Morgan State College and the University of
     8  Maryland at College Park; and
     9     WHEREAS, Mr. Mitchell served in the United States Army during
    10  World War II and received the Purple Heart; and
    11     WHEREAS, Mr. Mitchell became Maryland's first African-
    12  American member of the Congress of the United States in 1970;
    13  and
    14     WHEREAS, Mr. Mitchell was a founding member of the
    15  Congressional Black Caucus and chairman of the House of
    16  Representatives Small Business Committee, through which he
    17  worked to ensure minority participation in contracts involving


     1  Federal public works programs; and
     2     WHEREAS, Throughout his life Mr. Mitchell was a prominent
     3  civil rights activist in Baltimore, and his achievements in that
     4  area are worthy of recognition; therefore be it
     5     RESOLVED, That the House of Representatives express
     6  condolences upon the death of former United States Congressman
     7  Parren J. Mitchell, eight-term Representative from Maryland and
     8  noted civil rights activist.
