A CONCURRENT RESOLUTION 1 Memorializing the Congress of the United States to enact the 2 Conservation and Reinvestment Act of 1999. 3 WHEREAS, The proposed Federal Conservation and Reinvestment 4 Act of 1999, H.R.701 (1999), is landmark legislation which would 5 increase Federal funds flowing to the states and local 6 governments for conservation and recreation programs, urban 7 parks, historic preservation and wildlife conservation; and 8 WHEREAS, The Federal funds for this act would be derived from 9 moneys generated from Outer Continental Shelf activities and 10 would not affect the Federal appropriations discretionary budget 11 caps; and 12 WHEREAS, The latest estimates indicate that the Commonwealth 13 of Pennsylvania's share of this Federal money would amount to 14 approximately $50,000,000; and 15 WHEREAS, Numerous and diverse organizations, including, but 16 not limited to: 17 (1) the National Governors Association;
1 (2) the United States Conference of Mayors; 2 (3) the National Association of Counties; 3 (4) the Izaak Walton League; 4 (5) the Audubon Society; and 5 (6) the National Association of Realtors; 6 have indicated support for the passage of the Conservation and 7 Reinvestment Act of 1999; therefore be it 8 RESOLVED (the Senate concurring), That the General Assembly 9 of the Commonwealth of Pennsylvania memorialize the Congress of 10 the United States to proceed without undue delay to enact the 11 Conservation and Reinvestment Act of 1999; and be it further 12 RESOLVED, That copies of this resolution be transmitted to 13 the presiding officers of each house of Congress and to each 14 member of Congress from Pennsylvania.
