        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JULY 14, 2003

                                  A RESOLUTION

     1  Recognizing the month of September 2003 as "College Savings
     2     Month."

     3     WHEREAS, As Pennsylvania college and postgraduate students
     4  return to campuses across the nation, we are reminded of the
     5  acute need for post-high school education as well as its ever-
     6  increasing cost; and
     7     WHEREAS, The annual increases in the cost of higher education
     8  have outpaced inflation since 1980 and pose a serious threat to
     9  the ability of our citizens to continue to have access to it;
    10  and
    11     WHEREAS, As Pennsylvania competes in the global economy of
    12  the 21st century, education and competitive expertise become


     1  increasingly necessary; and
     2     WHEREAS, It is in the Commonwealth's interests to urge
     3  parents and relatives to save money aggressively for their
     4  children's higher education; and
     5     WHEREAS, Federal law now provides several incentives for
     6  college education accounts which can be administered by the
     7  saver, by selected colleges and by the Commonwealth, and
     8  investment into these accounts deserves legislative
     9  encouragement; and
    10     WHEREAS, The General Assembly has taken specific action to
    11  enable Pennsylvania families to take advantage of those
    12  provisions of Federal law through the creation of TAP 529,
    13  Pennsylvania's Tuition Account Plan; therefore be it
    14     RESOLVED, That the House of Representatives recognize the
    15  month of September 2003 as "College Savings Month."
