INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35, JULY 3, 2007
A RESOLUTION 1 Designating August 29, 2007, as "Environmentally Beneficial Use 2 of Waste Coal as an Alternative Energy Source Day" in 3 Pennsylvania. 4 WHEREAS, For nearly two centuries, coal has been mined in 5 Pennsylvania as a major source of energy; and 6 WHEREAS, Waste coal, because of its low heat content, was 7 undesirable in the marketplace and was randomly discarded, 8 accumulating on thousands of acres of Pennsylvania's landscape; 9 and 10 WHEREAS, Piles of waste coal have caused environmental 11 degradation to our land and water resources; and 12 WHEREAS, Circulating fluidized bed (CFB) technology first 13 became operational in 1987 and was designed to emit 14 significantly reduced amounts of potential pollutants as 15 compared to conventional coal-fired utility units; and 16 WHEREAS, With CFB technological advancements, private 17 investment and governmental incentives, waste coal can be 18 affordably converted into energy while simultaneously removing a
1 major source of environmental water pollution; and 2 WHEREAS, As testimony to this fact, the waste coal energy 3 industry has converted 110 million tons of waste coal to energy 4 and has beneficially utilized more than 73 million tons of CFB 5 by-products for abandoned mine land reclamation since its 6 inception; therefore be it 7 RESOLVED, That the House of Representatives designate August 8 29, 2007, as "Environmentally Beneficial Use of Waste Coal as an 9 Alternative Energy Source Day" in Pennsylvania.
