        REFERRED TO COMMITTEE ON RULES, JULY 17, 2003

                                  A RESOLUTION

     1  Urging that appropriate funding to adequately staff her
     2     legislative district office be restored to Representative
     3     Rosita Youngblood forthwith.

     4     WHEREAS, It is recognized that every Pennsylvanian should
     5  have access to his or her State representative and the services
     6  offered through legislative district offices; and
     7     WHEREAS, This right to access necessitates expenditures of
     8  moneys to provide office space, staff and equipment in each of
     9  the Commonwealth's 203 legislative districts; and
    10     WHEREAS, Both caucuses of the House of Representatives

     1  receive allocations of moneys to provide district offices and
     2  staff to each member; and
     3     WHEREAS, Each legislator should be afforded adequate
     4  resources to provide and staff a district office, regardless of
     5  partisan affiliation; and
     6     WHEREAS, Despite these fundamental principles of
     7  representative government, Representative Rosita Youngblood has
     8  been without moneys to staff her district office for more than
     9  365 days, thus depriving her constituents of legislative
    10  services at the local level; therefore be it
    11     RESOLVED, That appropriate funding to adequately staff her
    12  legislative district office be restored to Representative Rosita
    13  Youngblood forthwith.
