        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JULY 17, 2003

                                  A RESOLUTION

     1  Designating September 19, 2003, as "POW/MIA Recognition Day" in
     2     Pennsylvania.

     3     WHEREAS, For many Americans, the Korean War and the Vietnam
     4  Conflict bring difficult memories; and
     5     WHEREAS, For former prisoners of war and the families of
     6  missing personnel, these memories and emotions are particularly
     7  painful; and
     8     WHEREAS, In the Korean War and the Vietnam Conflict, hundreds
     9  of thousands of brave Americans left their homes and families to
    10  defend freedom and democracy in the face of communist
    11  aggression; and

     1     WHEREAS, Thousands lost their lives in battle, and the fate
     2  of 88,000 Americans from past conflicts is still unknown; and
     3     WHEREAS, Many Americans held captive were subjected to
     4  unspeakable horrors but maintained their honor, strong faith in
     5  our nation and indomitable spirit; and
     6     WHEREAS, There are approximately 50,000 courageous former
     7  prisoners of war living among us, including those held captive
     8  during World War II, who all still cope with the physical and
     9  emotional effects of their captivity; and
    10     WHEREAS, We owe a profound debt of gratitude to the quiet
    11  heroes who served our nation so well and sacrificed so much, and
    12  to the families of those still missing in action we pledge our
    13  unwavering commitment to achieve the fullest possible accounting
    14  of their loved ones and to seek the recovery, repatriation and
    15  identification of the remains of those who have died; and
    16     WHEREAS, The flag of the National League of Families of
    17  American Prisoners of War and Missing in Southeast Asia, a black
    18  and white banner, symbolizing America's missing service members
    19  and our unshakable resolve to ascertain their fate, is flown as
    20  a powerful reminder of our duty to honor and account for all
    21  persons who have so faithfully served America; therefore be it
    22     RESOLVED, That the House of Representatives designate
    23  September 19, 2003, as "POW/MIA Recognition Day" in
    24  Pennsylvania.
