        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           MARCH 25, 1998

                                  A RESOLUTION

     1  Declaring that March 31, 1998, be observed as "National CCC
     2     Recognition Day" in Pennsylvania.

     3     WHEREAS, On March 31, 1933, the 73rd Congress passed and
     4  President Franklin D. Roosevelt signed the Emergency
     5  Conservation Work Act creating the greatest socioeconomic
     6  program in the history of the nation, the Civilian Conservation
     7  Corps; and
     8     WHEREAS, Civilian Conservation Corps (CCC) enrollees 17 to 23
     9  years of age planted billions of trees and seedlings on public
    10  lands and farms and in Federal, state and municipal parks; and
    11     WHEREAS, The Federal Government has collected and continues
    12  to collect millions of dollars in fees from lumber companies
    13  harvesting these trees; and
    14     WHEREAS, Thousands of farmers received assistance in land

     1  conservation and contour farming practices, preventing millions
     2  of tons of topsoil erosion and tripling crop production; and
     3     WHEREAS, The many lodges, cabins, shelters and trails built
     4  in Federal and state parks have provided countless hours of
     5  recreation and enjoyment to millions of visitors; and
     6     WHEREAS, The CCC concept could be a valuable complement to
     7  today's AmeriCorps and Job Corps by performing needed work in
     8  national forests and Federal, state and municipal parks,
     9  providing assistance in disasterous floods and forest fires and
    10  rehabilitating our decaying cities; and
    11     WHEREAS, As in the 1930s, a new CCC would provide job
    12  training for youths, instilling a work ethic and self-discipline
    13  and providing workfare assistance to their families; therefore
    14  be it
    15     RESOLVED, That the House of Representatives declare that
    16  March 31, 1998, be observed as "National CCC Recognition Day" in
    17  Pennsylvania to honor the more than 1 million living former CCC
    18  members now in their 70s and 80s and to spark public and
    19  legislative discussion on the benefits that a new CCC could
    20  bring to American youths and their families.
