        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 12, 2005

                                  A RESOLUTION

     1  Encouraging the Department of Health to commence an advertising
     2     campaign targeted to the youth of this Commonwealth, setting
     3     forth the dangers associated with inhalant abuse.

     4     WHEREAS, Abuse of drugs such as marijuana is declining; and
     5     WHEREAS, The effects of a 1990s advertising campaign credited
     6  with reducing inhalant abuse among children are starting to
     7  subside; and
     8     WHEREAS, A new, younger generation is experimenting with
     9  inhalants such as glue or nail polish; and
    10     WHEREAS, Inhalants from glue to computer keyboard cleaners
    11  are widely available, cheap, toxic and highly addictive; and
    12     WHEREAS, Inhalant abuse damages the brain's white matter,
    13  interferes with the ability to concentrate and readily impairs
    14  cognition; and
    15     WHEREAS, Inhalant abuse can cause immediate death from

     1  arrhythmia or asphyxiation; and
     2     WHEREAS, In 2003 there was a 14% increase in inhalant abuse
     3  among eighth graders; therefore be it
     4     RESOLVED, That the House of Representatives encourage the
     5  Department of Health to commence an advertising campaign
     6  targeted to the youth of this Commonwealth, setting forth the
     7  dangers associated with inhalant abuse.
