                                     AN ACT

     1  Providing for technical assistance for employer-sponsored child
     2     day-care services and for the powers and duties of the
     3     Department of Public Welfare.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6  Section 1.  Short title.
     7     This act shall be known and may be cited as the Employer
     8  Child Day Care Assistance Act.
     9  Section 2.  Definitions.
    10     The following words and phrases when used in this act shall
    11  have the meanings given to them in this section unless the
    12  context clearly indicates otherwise:
    13     "Child day care."  Care in lieu of parental care given for
    14  part of the 24-hour day to children under 16 years of age, away
    15  from their own homes. The term does not include child day care
    16  furnished in places of worship during religious services.

     1     "Department."  The Department of Public Welfare of the
     2  Commonwealth.
     3  Section 3.  Technical assistance for employer-sponsored child
     4                 day-care programs.
     5     (a)  General rule.--The department shall develop a technical
     6  assistance program to provide private employers with
     7  information, including various types of employer-sponsored child
     8  day-care benefits and demographic and economic trends relating
     9  to the work force; research on the value of child day-care
    10  assistance programs in relationship to the recruitment,
    11  retention and productivity of employees; and government-assisted
    12  child day-care programs. Employer-sponsored child day-care
    13  benefits include: resource and referral services; child day care
    14  on or near the work site; financial assistance through dependent
    15  care accounts; cafeteria-style fringe benefits; discounts at
    16  child day-care programs; and family-sensitive personnel
    17  practices such as job sharing, flextime and child-related
    18  employee leave.
    19     (b)  Workshops.--The department shall offer educational and
    20  training workshops for businesses to distribute information and
    21  help businesses address the child day-care needs of their
    22  employees.
    23     (c)  Coordination with other agencies and programs.--To the
    24  fullest extent possible, the department shall coordinate this
    25  technical assistance with Federal and State agencies or programs
    26  which have an impact on child day-care policies in the
    27  workplace, which administer subsidized child day-care services
    28  and programs which provide child day-care resource and referral
    29  services.
    30  Section 4.  Effective date.
