A RESOLUTION

Recognizing September 2009 as "Hunger Action Month" in

2

Pennsylvania.

WHEREAS, September 2009 has been designated as "Hunger Action

4

Month" to provide an opportunity for communities in the United

5

States to unite to focus attention on the persistent problem of

6

domestic hunger; and

7

WHEREAS, For one in eight Americans, hunger is a reality; and

8

WHEREAS, Many United States households experience hunger, and

9

some people in these households frequently skip meals or eat too

10

little, sometimes going without food for a whole day; and

11

WHEREAS, In 2007, food-insecure households were 17 times more

12

likely than food-secure households to have obtained food from a

13

food pantry; and

WHEREAS, In 2007, 53.9% of food-insecure households

2

participated in at least one of the three major Federal food

3

assistance programs, Food Stamp Program, National School Lunch

4

Program and the Special Supplemental Nutrition Program for

5

Women, Infants and Children; and

6

WHEREAS, Members of these households have lower-quality diets

7

or must resort to seeking emergency food because they cannot

8

always afford the food they need; and

9

WHEREAS, The costs of other essentials, such as home heating,

10

gasoline, housing and medical care, have increased

11

significantly, and for families caught in the squeeze between

12

declining wages and rising costs, the food budget becomes a

13

frequent pressure point; and

14

WHEREAS, Utilization of emergency food assistance becomes a

15

way for these families to keep food on the table while still

16

paying the bills; and

17

WHEREAS, Food banks, food rescue organizations, soup

18

kitchens, food pantries, faith-based organizations, businesses

19

and individuals are donating time, raising funds and giving food

20

to help their neighbors; and

21

WHEREAS, Individuals benefiting from the availability of

22

donated food range from infants and toddlers, school-age

23

children and adolescents to single mothers, single fathers, two-

24

parent families, veterans and their families and seniors; and

25

WHEREAS, Research shows that preschool and school-age

26

children who experience severe hunger have higher levels of

27

chronic illness, anxiety and depression and behavioral problems

28

than children with no hunger; therefore be it

29

RESOLVED, That the House of Representatives recognize

30

September 2009 as "Hunger Action Month" in Pennsylvania.
