A RESOLUTION

Urging the Congress of the United States to take legislative

2

action against the practice of international lottery scams

3

and similar deceptive practices, and to work with the

4

governments of those countries where these fraudulent

5

activities originate.

WHEREAS, International lottery scams operate by contacting an

7

unsuspecting victim with the promise of exuberant sums of money

8

as a result of winning a lottery; and

9

WHEREAS, Similar scams involve victims being solicited to

10

claim funds from a business or banking account so that the host

11

country's government does not claim those funds; and

12

WHEREAS, The victim is often coerced into sending sums of

13

money to the fraudulent entity to cover processing fees, taxes

14

and other similar requirements to claim the lottery winnings or

15

account funds; and

16

WHEREAS, The victim being solicited is often asked to provide

17

bank account numbers and other personal information, often

leading to identity theft; and

2

WHEREAS, After sending money and supplying personal

3

information, victims are sent checks that bounce, counterfeit

4

money or nothing at all; and

5

WHEREAS, These victims often lose thousands of dollars and

6

are too embarrassed to file a report or a claim with a law

7

enforcement agency; and

8

WHEREAS, International lottery scams create countless victims

9

of fraud and identity theft every year and have increased

10

dramatically through the use of e-mail; therefore be it

11

RESOLVED, That the House of Representatives of the

12

Commonwealth of Pennsylvania urge the Congress of the United

13

States to take further action against the practice of

14

international lottery scams and similar deceptive practices; and

15

be it further

16

RESOLVED, That Congress act to warn the public of these

17

deceptive acts so that increased awareness may lead to decreased

18

victimization; and be it further

19

RESOLVED, That Congress actively work with the governments of

20

countries that play host to the perpetrators of this type of

21

fraud, in order to prevent the practice from occurring; and be

22

it further

23

RESOLVED, That copies of this resolution be transmitted to

24

the President of the United States and to presiding officers of

25

each house of Congress and to each member of Congress from

26

Pennsylvania.
