                                     AN ACT

     1  Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
     2     Statutes, providing for registration of personnel authorized
     3     to display visual and audible signals on emergency vehicles.

     4     The General Assembly of the Commonwealth of Pennsylvania
     5  hereby enacts as follows:
     6     Section 1.  Section 4572(a)(1) of Title 75 of the
     7  Pennsylvania Consolidated Statutes is amended to read:
     8  § 4572.  Visual signals on authorized vehicles.
     9     (a)  Flashing or revolving blue lights.--Ambulance personnel,
    10  volunteer firefighters, certified volunteer search and rescue
    11  scuba divers and owners and handlers of dogs used in tracking
    12  humans may each equip one motor vehicle with no more than two
    13  flashing or revolving blue lights.
    14         (1)  In order to be eligible to display lights on their
    15     vehicles under this subsection, the names of the ambulance
    16     personnel, volunteer firefighters and certified volunteer


     1     search and rescue scuba divers shall be submitted to the
     2     nearest station of the Pennsylvania State Police on a list
     3     signed by the chief of the ambulance or fire department or
     4     company[,] or the head of the search and rescue scuba diving
     5     organization, and each dog owner and handler shall register
     6     at the nearest Pennsylvania State Police station. The
     7     registration list submitted by the chief of an ambulance or
     8     fire department or company shall include the name of the
     9     chief and the names of any of his officers authorized under
    10     section 4571 (relating to visual and audible signals on
    11     emergency vehicles) to display visual and audible signals.
    12     The registration list shall be updated at least annually. A
    13     copy of the registration list and updates shall be
    14     transmitted to the Office of the State Fire Commissioner. The
    15     Pennsylvania State Police shall issue a photo identification
    16     card to all persons so registered indicating that they are
    17     registered emergency responders. The Office of the State Fire
    18     Commissioner shall reimburse the Pennsylvania State Police
    19     for costs incurred by the Pennsylvania State Police in
    20     providing photo identification cards.
