AN ACT 1 Amending Title 75 (Vehicles) of the Pennsylvania Consolidated 2 Statutes, providing for the Choose Life license plate, for a 3 Choose Life Plate Fund and for the distribution of annual use 4 fees received from the registration of the plate. 5 The General Assembly of the Commonwealth of Pennsylvania 6 hereby enacts as follows: 7 Section 1. Title 75 of the Pennsylvania Consolidated 8 Statutes is amended by adding a section to read: 9 § 1361. Choose Life plate. 10 (a) Plate.--The department, in consultation with Choose 11 Life, Inc., shall design a Choose Life plate. Upon application 12 of a person, accompanied by a fee of $35 which shall be in 13 addition to the annual registration fee, the department shall 14 issue the plate for a passenger car, motor home, trailer or 15 truck with a registered gross weight of not more than 9,000 16 pounds. 17 (b) Use of fee.--Of each fee paid under subsection (a), $15 18 shall be deposited into the Choose Life Plate Fund, which is
1 established as a special account in the Department of Health. 2 The fund shall be used to pay for programs offered by certain 3 crisis pregnancy centers. 4 Section 2. Section 1905 of Title 75 is amended by adding a 5 subsection to read: 6 § 1905. Payments to special funds. 7 * * * 8 (d) Choose Life Plate Fund.--Fifteen dollars of each fee 9 received under section 1361 (relating to Choose Life plate) 10 shall be credited to the Choose Life Plate Fund, established as 11 follows: 12 (1) There is hereby established a special account in the 13 State Treasury which shall be known as the Choose Life Plate 14 Fund. The purpose of the fund is to pay for programs offered 15 by certain crisis pregnancy centers. 16 (2) All moneys in the Choose Life Plate Fund are hereby 17 annually appropriated to the Department of Health and may be 18 expended for the purposes authorized under this subsection. 19 (3) Estimates of amounts to be expended under this 20 subsection shall be submitted to the Governor by the 21 Department of Health for his approval. 22 (4) The State Treasurer shall not honor any requisition 23 for expenditures by the Department of Health in excess of 24 estimates approved by the Governor or in excess of the amount 25 available for the purposes for which the requisition was 26 made, whichever is the lesser amount. 27 Section 3.
