A RESOLUTION
1 Requesting the Attorney General of the United States to
2 investigate the proposed merger of Waste Management Inc., and
3 USA Waste Services Inc.
4 WHEREAS, Waste Management Inc., and USA Waste Services Inc.
5 have announced a planned merger of the two companies; and
6 WHEREAS, The proposed merger would create a new company which
7 controls approximately 20% of the trash hauling business in the
8 United States; and
9 WHEREAS, The new company would control more than 20 landfills
10 in the Commonwealth of Pennsylvania; and
11 WHEREAS, The new company would control 45% of permitted
12 landfill capacity in the Commonwealth of Pennsylvania; and
13 WHEREAS, The new company would control 57% of the permitted
14 average daily volume at landfills in the Commonwealth of
15 Pennsylvania; and
16 WHEREAS, The new company would control 90% of the permitted
17 capacity and average daily volume of landfills in western
18 Pennsylvania; therefore be it
1 RESOLVED, That the House of Representatives of the
2 Commonwealth of Pennsylvania request the Attorney General of the
3 United States to investigate the proposed merger of Waste
4 Management Inc. and USA Waste Inc. to study and determine the
5 proposed merger's impact on price and market competition in
6 Pennsylvania and throughout the United States; and be it further
7 RESOLVED, That a copy of this resolution be transmitted to
8 the President and the Attorney General of the United States.
