A RESOLUTION 1 Calling upon the Governor to use any and all means at his 2 disposal to reduce the burden that high fuel prices have 3 placed on Pennsylvania residents during the present fuel 4 price crisis. 5 WHEREAS, World crude oil and petroleum product prices have 6 risen rapidly over the past 12 months, from about $12 per barrel 7 in February to an astounding $34 in late March; and 8 WHEREAS, Low inventories leave little cushion to meet sudden 9 increases in demand or decreases in supply, increasing the 10 possibility of price runups; and 11 WHEREAS, We are now facing a very tight gasoline market with 12 United States crude oil and gasoline inventories at alarmingly 13 low levels not seen for decades; and 14 WHEREAS, Expected high refinery utilization rates on top of 15 precariously low gasoline stocks set the stage for volatility 16 during the summer; and 17 WHEREAS, According to the Consumer Price Index, gasoline
1 prices rose by 76.4% in 1999; and 2 WHEREAS, Gasoline pump prices at $1.529 per gallon are at 3 their highest levels in ten years; and 4 WHEREAS, Based on information from the Energy Information 5 Administration, diesel fuel prices in the central Atlantic 6 region averaged more than $1.58 per gallon the week of March 27, 7 2000; and 8 WHEREAS, These oil price hikes will result in potentially 9 devastating economic consequences for innumerable people 10 employed in the transportation industry in this Commonwealth, 11 including, among others, truckers, service station owners, 12 diesel truck stop and fleet center owners, heating oil retailers 13 and the airlines; and 14 WHEREAS, As a result, hundreds of thousands of homeowners 15 will see vast increases in their home heating costs and drivers 16 of personal vehicles will be burdened with extremely high 17 gasoline prices; therefore be it 18 RESOLVED, That the House of Representatives call upon the 19 Governor to use any and all resources at his disposal to reduce 20 the burden that high fuel prices have placed on Pennsylvania 21 residents during the present fuel price crisis.
