1Amending the act of June 13, 1967 (P.L.31, No.21), entitled "An 
2act to consolidate, editorially revise, and codify the public 
3welfare laws of the Commonwealth," in public assistance, 
4further providing for Assistance Recipient Identification 
5Program and for local administration of assistance.

6The General Assembly of the Commonwealth of Pennsylvania
7hereby enacts as follows:

8Section 1. Section 414(d) of the act of June 13, 1967 
9(P.L.31, No.21), known as the Public Welfare Code, amended June 
1030, 1995 (P.L.129, No.20), is amended to read:

11Section 414. Assistance Recipient Identification Program.--*

13(d) A person currently receiving or applying for assistance
14shall participate in the program. The person shall be identified
15using available technological means that shall include placing a 
16photograph upon each electronic benefits transfer card and any 

1other benefit card and that may include, but are not limited to,
2two-digit fingerimaging.

4Section 2. Section 419(1) of the act is amended to read:

5Section 419. Administration of Assistance and Related
6Functions.--Each county board shall:

7(1) Administer public assistance in the county, and
8determine the eligibility for assistance of applicants and
9continued eligibility for assistance of persons receiving the
10same in accordance with law and rules, regulations and standards
11established by the department. This paragraph includes requiring 
12photographic identification under section 414(d) before 
13providing any assistance.
