        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           SEPTEMBER 29, 1998

                                  A RESOLUTION

     1  Proclaiming the year 1999 as the "Year of Older Persons" in
     2     Pennsylvania.

     3     WHEREAS, It is a tradition for Pennsylvania to join the
     4  nation during a time set aside to honor our older citizens, to
     5  recognize their continued contributions and to call attention to
     6  the issues that affect them most; and
     7     WHEREAS, The United Nations has designated the year 1999 as
     8  the "International Year of Older Persons 1999" with the theme
     9  "towards a society for all ages"; and
    10     WHEREAS, Aging is a lifelong process, and preparation for old
    11  age begins in childhood and continues throughout the life cycle;
    12  and
    13     WHEREAS, Older individuals are entitled to seek and attain
    14  the highest possible level of health and to recognize that with
    15  increasing age some individuals will need comprehensive
    16  community and family care; and
    17     WHEREAS, We are optimistic that the coming decade will see an


     1  increase in partnerships, practical initiatives and resources
     2  devoted to aging; and
     3     WHEREAS, The aging of the State's population represents an
     4  unparalleled, but urgent, policy and program challenge to both
     5  public and private organizations to ensure that the needs of the
     6  aged and their human resource potential are adequately
     7  addressed; therefore be it
     8     RESOLVED, That the House of Representatives proclaim the year
     9  1999 as the "Year of Older Persons" in Pennsylvania in order to
    10  pay a special tribute to our older population and their
    11  families, neighbors and friends.
