A RESOLUTION
Designating the week of September 30 through October 4, 2019, as
"Juvenile Detention Centers and Alternative Programs Week" in
Pennsylvania.
WHEREAS, Pennsylvania's array of public and private service
providers continue to evolve in response to juvenile justice
system reform efforts by improving the quality of service
delivery and simultaneously striving to ensure the protection of
our communities; and
WHEREAS, Juvenile Detention Centers and Alternative Programs,
an association of Pennsylvania service providers, originally
established in 1978, is celebrating 41 years as a juvenile
justice service provider association; and
WHEREAS, Pennsylvania service providers have adapted to
serving low-risk to moderate-risk youths within the community
and moderate-risk to high-risk youths in residential programs;
and
WHEREAS, Pennsylvania service providers offer uniquely
designed programs to all 67 counties of this Commonwealth to

address the individualized needs of specific populations; and
WHEREAS, Pennsylvania service providers offer an array of
services, including secure detention, secure treatment,
institutional facilities, group homes, foster homes and
community-based and in-home programming; and
WHEREAS, Pennsylvania's Juvenile Detention Centers and
Alternative Programs, adhering to the Balanced and Restorative
Justice Model, contribute to public safety by providing a stable
environment for at-risk youths, providing education and
programming and ensuring sufficient opportunities for growth and
development of Pennsylvania's youths; and
WHEREAS, Juvenile Detention Centers and Alternative Programs
ensure every child's health and well-being by providing
competency development, self-discipline and stabilization
through comprehensive physical and behavioral health evaluations
as well as community involvement; and
WHEREAS, Thousands of men and women are dedicated to ensuring
the proper care and supervision of youths and are committed to
the protection of Pennsylvania's communities; and
WHEREAS, Youth care workers in Pennsylvania's Juvenile
Detention Centers and Alternative Programs stand ready on a
daily basis to respond to youths who display an array of
unresolved mental health, behavioral, educational and emotional
issues; and
WHEREAS, Juvenile Detention Centers and Alternative Programs,
an affiliate of the County Commissioners Association of
Pennsylvania, is an association of Pennsylvania service
providers that acts as a key resource for these service
providers offering education, representation and support for the
important services they provide; and

WHEREAS, Pennsylvania's juvenile justice service providers in
coordination with Juvenile Detention Centers and Alternative
Programs merit one week of recognition for their unending
services aimed at protecting our communities and assisting
Pennsylvania's youths; therefore be it
RESOLVED, That the House of Representatives designate the
week of September 30 through October 4, 2019, as "Juvenile
Detention Centers and Alternative Programs Week" in
Pennsylvania.
