        INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
           JANUARY 28, 2008

                                  A RESOLUTION

     1  Designating February 2008 as "Boy Scout Month" and February 12,
     2     2008, as "Eagle Scout Day" in Pennsylvania.

     3     WHEREAS, Originating in England under the guidance of Lord
     4  Robert Baden-Powell, Boy Scouts grew from Lord Baden-Powell's
     5  desire to convert his military prowess into a nonmilitary nature
     6  skills development opportunity for boys; and
     7     WHEREAS, Newspaper publisher William D. Boyce lost his way in
     8  a London fog and was aided by one of Lord Baden-Powell's young


     1  scouts, becoming so impressed by the young fellow's skill and
     2  cordiality that he founded the Boy Scouts of America on February
     3  8, 1910, so that American boys could likewise develop survival
     4  skills; and
     5     WHEREAS, Boy Scouts is a multilevel organization consisting
     6  of Cub Scouts for elementary-age boys, Boy Scouts for fellows
     7  aged 11 through 17, and Venturing (formerly Explorers) for young
     8  men aged 17 through 20, and it offers rank advancement and merit
     9  badge awards to foster athletic, nature and survival skills and
    10  citizenship development as a means of encouraging maturity,
    11  capability and self-confidence; and
    12     WHEREAS, The second highest and most coveted award in Boy
    13  Scouts is the Eagle Scout award, received only after long months
    14  devoted to a citizenship project which demonstrates the Eagle
    15  Scout's skills in the various aspects of scouting and successful
    16  completion of exhaustive and comprehensive merit badges; and
    17     WHEREAS, Many great citizens of our nation and Commonwealth
    18  have been Boy Scouts, and 4% of them went on to receive the
    19  Eagle Scout award; therefore be it
    20     RESOLVED, That, in recognition of the role Boy Scouts has
    21  played in our nation and Commonwealth, the House of
    22  Representatives designate February 2008 as "Boy Scout Month" and
    23  February 12, 2008, as "Eagle Scout Day" in Pennsylvania.
