        REFERRED TO COMMITTEE ON VETERANS AFFAIRS AND EMERGENCY
           PREPAREDNESS, JUNE 6, 2002

                                  A RESOLUTION

     1  Urging the Secretary of the Army to review the reconsideration
     2     request for the 110th Regimental Combat Team's Presidential
     3     Unit Citation for its actions in World War II.

     4     WHEREAS, The 110th Regimental Combat Team of the 28th
     5  Division, known as the "Keystone Division," played a critical
     6  role in the Battle of the Bulge during World War II; and
     7     WHEREAS, On December 16 through 18, 1944, the 110th
     8  Regimental Combat Team accomplished a task which was above and
     9  beyond that of other units by making heroic stands at Clervaux,
    10  Marnach and Hosingen which made the penetration timetable of
    11  German General Hasso von Manteufel's armored force impossible to
    12  achieve; and
    13     WHEREAS, The valor of the 110th Regimental Combat Team set


     1  the stage for the 101st Airborne's victory at Bastogne; and
     2     WHEREAS, Contemporary historians contended that without the
     3  valiant action of the 110th Regimental Combat Team there could
     4  not have been a stand at Bastogne; and
     5     WHEREAS, On June 22, 1945, General Basil H. Perry, 28th
     6  Infantry Division, forwarded a packet to the Commanding General,
     7  15th United States Army, recommending the 110th Regimental
     8  Combat Team for a Presidential Unit Citation; and
     9     WHEREAS, Major General Norman B. Cota, formerly Commanding
    10  General of the 28th Infantry Division, forwarded two different
    11  recommendations for the Presidential Unit Citation for the 110th
    12  Regimental Combat Team; and
    13     WHEREAS, On March 1, 1946, the Department of the Army
    14  formally disapproved this award and has still not sufficiently
    15  acted upon a request for reconsideration of this decision which
    16  was filed by senior leaders associated with the 28th Infantry
    17  Division; therefore be it
    18     RESOLVED, That the Pennsylvania House of Representatives
    19  request that the Secretary of the Army review the
    20  reconsideration request for the 110th Regimental Combat Team's
    21  Presidential Unit Citation and, based on the scholarship of the
    22  last 50 years which clearly demonstrates the merit of this
    23  reconsideration, award the 110th Regimental Combat Team the
    24  Presidential Unit Citation for the valiant accomplishments of
    25  this unit during the preceding days of the United States Army's
    26  stand at Bastogne; and be it further
    27     RESOLVED, That copies of this resolution be transmitted to
    28  the President of the United States, the Secretary of the Army
    29  and to each member of Congress from Pennsylvania.
