                                  A RESOLUTION

     1  Urging the Governor and the Secretary of Labor and Industry to
     2     expand the Pennsylvania Conservation Corps.

     3     WHEREAS, Pursuant to Act 112 of 1984, the Pennsylvania
     4  Conservation Corps (PCC) was created to develop the workplace
     5  skills, life skills and self-confidence of corpsmembers,
     6  accomplish significant conservation and historical work and
     7  carry out other projects of public benefit; and
     8     WHEREAS, During their enrollment, corpsmembers gain valuable
     9  work experience while completing substantial and needed
    10  projects; and
    11     WHEREAS, To date, more than 14,000 young Pennsylvanians have
    12  served in the PCC; and
    13     WHEREAS, Corpsmembers have demonstrated their dedication to
    14  public service by responding to emergencies across Pennsylvania
    15  and, in extraordinary circumstances, across the country,

     1  including tornadoes, blizzards, floods and, most recently, the
     2  devastation caused by Hurricane Katrina; and
     3     WHEREAS, In May 2003 the PCC and the Central Pennsylvania
     4  Workforce Development Corporation embarked on a cooperative
     5  project in which corpsmembers serve in specialized community-
     6  based projects in Danville, Montour County, and Towanda,
     7  Bradford County; and
     8     WHEREAS, According to the latest Statewide data collected by
     9  the Pennsylvania Department of Labor and Industry, more than
    10  90,000 Pennsylvanians under 25 years of age are unemployed; and
    11     WHEREAS, Communities in this Commonwealth can benefit from
    12  the specialized service of the PCC in fire prevention,
    13  historical restoration and weatherization; therefore be it
    14     RESOLVED, That the House of Representatives urge the Governor
    15  and the Secretary of Labor and Industry to expand the membership
    16  and scope of work of the Pennsylvania Conservation Corps,
    17  including establishing more specialized community-based
    18  projects.
